Melt the oil in a medium saucepan over medium heat. Sauté the green onions, garlic, and grated ginger for 1 to 2 minutes or just until glossy.
Add carrots, salt, and turmeric and cook another 1-2 minutes, stirring occasionally.
Add water and bring to the boil. Reduce heat, and simmer until carrots are softly cooked about 20-25 minutes.
